December 2005 / January 2006 News:

Interneting or Studying with the Other

Ancient cultures knew that everything in the World was interdependent. The modern era broke that view and only recently have we rediscovered Gaia – the close living relationship between living organisms and their environment. Now economic and political integrations implicitly recognize the need for collaboration. We must restructure and make our new and different interdependencies work. The newest technologies allow us to access almost any part of the world as if we were all living in a virtual town with diverse and different histories, cultures and languages. But this “techno” ability is misleading since inequalities in accessibility continue to exist and are even on the rise. Still, those who have the technological ability to know each other don’t have the need to do so. However, our hemispheric diversity demands that we form part of a symmetrical interdependent collaboration and a respectful dialogue. For this we need materials, resources, capability and will.

School Attention for Gifted and Talented Students

In 1998 the Universidad Técnica Particular de Loja (Ecuador) created the University Ibero-American Institute for the Development of the Gifted and Talented (I-UNITAC) as a center for research and advice regarding the development of intelligence, thought and creativity at all educational levels. In view of the importance of this area and considering that educators have not received recent training in this field, INEAM -- together with the above-mentioned institutions-- is working to prepare an online course “School Attention for Gifted and Talented Students” to be offered during the second half of 2006.

Financing Offer for Academic Research in the Field of Digital Inclusion

Microsoft Research announced a $1.2 million Digital Inclusion funding opportunity that empowers academic researchers worldwide to tackle technological challenges to positively affect health, education and socioeconomic conditions. The potential impact is enormous given that 80% of the world’s population earns less than $4,000 per year and largely lives at the margin of the IT revolution. Microsoft Research is encouraging academic research that explores how technologies such as mobile devices, cellular phones and networking can unlock the potential of people everywhere by making computing affordable, accessible and relevant.

Digital Inclusion proposals will be accepted from Nov. 7, 2005 through Jan. 13, 2006. Funding recipients will be notified Feb. 10, 2006. Proposals should reflect a commitment to make all results stemming from a funded project, including the intellectual property within those results, broadly available in either the public domain or under a nonrestrictive license.

Particular focus will be on academic research projects that strive to achieve fundamental breakthroughs and leverage these areas: a) creative new infrastructures, form factors and applications of mobile devices; b) connectivity, particularly in environments without existing network infrastructures or intermittent availability to networking and power; c) appropriate user interfaces to address challenges in literacy and novice users of technology; and d) culturally relevant technology applications for computing.

Microsoft Research aims to develop the intellectual capital needed to help close the existing global technology gap.
