The relationship between knowledge and development is a virtuous equation, and one that is increasingly strategic when considering the destiny of our people. However, the profound social, political and scientific transformations of our times force us to review our perceptions of this reality and its workings. Today it is impossible to maintain the myths that created false expectations for development in the past, which created linear tendencies of human progress and wagered on the capacity of the technological revolution to pay for economic growth and equity. Online Tutor Training Course

Registration for this 12-week course in Spanish is open until July 22. The purpose of the course is to develop the pedagogical skills and abilities required of an online teaching and learning environment, and to help guide and facilitate teaching and learning activities. Through this course, INEAM hopes to create a new group of tutors that can later support the services of the Portal in different thematic areas. Among other things, the course contemplates the study and analysis of the pedagogical model adopted by INEAM, the different characteristics of the online teaching and learning environment; time organization and other factors related to the use of virtual communication tools, such as efficient and effective communication. At the end of the course, it is expected that participants will have the ability to design and facilitate learning opportunities; the skills needed to manage the pedagogical use of the Virtual Classroom; and understand the role and specific responsibilities of the tutor.

INELAM 2005 Prize and Distinctions

During the inauguration of the 6th International Conference on Education, Professional Development and Information Technology, Virtual Educa, held recently in Mexico, the INELAM 2005 prize was awarded to Marisa Raquel de Giusti, representative of the Universidad Nacional de la Plata, for the “Dissemination Service of Intellectual Creativity” (SEDICI) initiative. The trophy and diploma were given by Dr. Brian Stevenson, Executive Secretary for Integral Development of the OAS. Dr. Víctor Arredondo, Secretary of Education for the State of Veracruz and President of the Inter-American Organization for Higher Education (IOHE) awarded special mention in the field of Inter-American informatics to Jorge Rey Valzacchi for the initiative “Horizonte, Magazine de Informática Educativa”. In addition, Dr. Carlos Paldao, Director of INEAM, bestowed Honorary Mention to Lourdes Feria, Coordinator of Technology and Information Services, and Javier Solorio of the Universidad de Colima for the “El Dorado Digital Library” initiative of the Universidad de Colima. The 2005 INELAM prize was made possible by the contributions of Redox (http://www.redox.es) and the International Association Virtual Educa.

How to Prepare Content for Online Courses

The new cyberculture offers the possibility of connecting instantly with faraway regions, but at the same time increases the danger of creating a single school of thought, a new form of cultural colonization that produces new ways of thinking about reality. Universities and centers of higher education of our region have the in-house capacity to produce content, but for different reasons the written systematization of this knowledge has different limitations. As a result, INEAM’s Coordinator of New Technologies, Cecilia Martins, is preparing an online course that will provide the framework and tools needed to generate content and help universities to implement virtual education projects. The course will cover topics such as: How to prepare a course, How to prepare learning objectives, How to select content, How to select and design learning strategies, How to evaluate learning, and The role of a tutor in a virtual environment. Each thematic area will be accompanied by a series of analytical activities, sites of interest and complementary readings.


6th Meeting of Virtual Educa

The 6th International Conference on Education, Professional Development and Information Technology, Virtual Educa, was held June 20-24, 2005 at the Palacio de Minería in Mexico City. The number of participants exceeded all expectations and without a doubt was the strongest conference to date in terms of academic and professional impact. Over 2,250 people attended the event, which included 940 panelists from 32 countries of the region and 330 members of press. More than 600 people participated in the organization of the event, and 40 kiosks and information booths were set up from both public and private sector institutions. Government, university, civil society and private sector representatives participated in the protocolory sessions. All reports and declarations will be available shortly on the Virtual Educa website.


INEAM News

On June 21-23, preparatory sessions for the first meeting of INEAM’s Governing Council were held within the framework of the 2005 Virtual Educa event held in Mexico City. The meeting is scheduled for July 11-14 at the headquarters of the University of New Mexico in Albuquerque. Participants will form part of a working group to cover the topics on the agenda and formulate recommendations on INEAM’s structure and methodology. The results of the working group session will be presented during the 14th Biennial Congress of IOHE on October 2-5, 2005 in Florianopolis, Brazil, where the university presidents that compose INEAM’s Governing Council will adopt the pertinent decisions.

In the framework of the digital library of the Universidad Simón Bolívar, the software “Celsius” has been developed with which participating institutions of the ISTECC-DLL initiative can request documents. Teacher Training for Central America

The 9th edition of the Quality in Basic Education course is being offered exclusively for educators of Central America. This is a joint initiative of the Institute of Advanced Studies for the Americas and the Inter-American Organization for Higher Education and is being developed within the framework of the OAS Hemispheric Project for Teacher Education under the auspices of the Inter-American Committee of Education. The activity is being organized by Edgar Céspedes of the Universidad Nacional de Costa Rica. It is hoped that over 600 Central American educators will be trained as a result of the course.

Arm@nd Platform: UNED Costa Rica

As a result of a meeting between President Rodrigo Arias Camacho (UNED Costa Rica), Johanna Meza Vargas, Coordinator of the Training Center for Distance Education (UNED, Costa Rica), Patricia Gudiño, Executive Director of the College of the Americas of the IOHE and Carlos Paldao, Director of INEAM/OEA, UNED will begin to use the Arm@nd Platform of the Portal’s Virtual Classroom to develop training courses for the university’s teaching staff. This is a preparatory activity before the platform is licensed to UNED next year for hosting on their own servers.


Anniversary: CITEL newsletter

The Inter-American Telecommunications Comisión (CITEL) has celebrated the first year of its electronic newsletter info@CITEL with more than 135 news articles published and 4,300 subscribers as of June 23. The newsletter is directed to all those interested in the latest advances of the telecommunications sector. The project’s philosophy remains the same after one year – to create an electronic newsletter of and for each and every one of its users and readers, either through e-mail or through its online version at www.citel.oas.org/info-index_e.asp.

14th Biennial Congress of IOHE

The 14th Biennial Congress of the IOHE will be held October 2-5, 2005 in Florianopolis, Brazil. ISTEC: Digital Library Linkages Initiative

The Executive Office of the Ibero-American Education Consortium in Science and Technology (ISTEC) announced the official launching of the Digital Library Linkages initiative. The project’s objective is to reposition DLL within the ISTEC community. Activities will be focused on presenting a new image of the Initiative, including new priorities, projects, new ideas and a re-designed webpage (http://dll.istec.org), among others. Specific activities include: a) establishing procedures for the flow of information; b) developing profiles for each of the participating members; c) updating information regarding Celsius and establishing procedures for its installation, development and technical maintenance; d) developing materials for REDD and DLL dissemination and preparing standard responses; and e) organizing members and requesting feedback.
