Democracy and Political Management: Training of
Young Leaders
Efforts to strengthen democracy in the Hemisphere have shown that it is crucial to promote democratic culture in order to strengthen institutions, values and democratic practices. In spite of advances made over recent years, these values and democratic practices have not been clearly established. Exercising democracy as a life system implies a complex and long-term learning process. Strengthening democratic culture requires the ongoing support of education -both formal and non-formal- by individuals that are involved in the value and practice of tolerance, liberty, justice, respect, negotiation and solidarity. http://www.educoas.org/portal/en/tema/editorial/may04.aspx?culture=en&tabindex=36&childindex=0 Innovation, Possibilities and Challenges for the Knowledge Society The IACD/OAS, the Inter-American Organization for Higher Education (IOHE) and ASIVE (International Association Virtual Educa) are organizing four expert plenary sessions on "Innovation, Possibilities and Challenges for the Knowledge Society", within the framework of the V International Conference on Education, Professional Development and Information Technologies, Virtual Educa 2004 (Barcelona Spain), on June 17 and 18 from 10:30-1:30. The presentations will have an interdisciplinary and multisectoral approach and will be either theoretical or methodological in nature or will be based on lessons learned from experiences already carried out or underway in the region in order to help guide and enrich future experiences. http://www.educoas.org/portal/docs/seccionesVE2004.doc 2004 Award for Innovative Education in the Americas Over 150 applications were received for the 2004 Award for Innovative Education in the Americas, which will recognize an initiative that has impacted or transformed teaching and learning in Latin America and the Caribbean through information and communication technologies (ICTs) at the primary and secondary levels. The deadline for presenting nominations was April 30. Applications will be reviewed by the jury in early May and the prize will be awarded during the Virtual Educa event on June 16-18 in Barcelona, Spain. The award will consist of a trophy, a diploma, a digital seal, roundtrip airfare to Barcelona and 3 days of per diem, and $1,000. Misiones (Argentina): Solidarity in Action Through an initiative of the Fundación Aragón, and the subsequent creation of a strategic alliance between Intel Argentina and the President of the Education Council of Misiones, 200 teachers from the province of Misiones, Argentina will be participating in the professional training course "Quality in Basic Education", which will be offered in May through the Educational Portal of the Americas. In addition to the financial assistance offered by INEAM at $200 per participant, Intel and the Council have agreed to each pay US$30 to cover the remaining $60 of the course cost. The Educational Portal of the Americas congratulates the Fundación Aragón, Intel Argentina and the Education Council of Misiones for this true act of partnership for development. http://www.aragon.org.ar/html/index.html 50th Meeting of the Board of Directors of the Inter-American Organization for Higher Education The 50th Meeting of the Board of Directors of the Inter-American Organization for Higher Education took place at OAS Headquarters on April 22-23 and was presided by Dr. Victor Arredondo, President of the Universidad Veracruzana and President of the OUI. The meeting brought together 16 university presidents of the region who, together with the OUI's Executive Director, discussed the plan of action for 2004-2005. Activities to be carried out with the OAS include: identification of needs within the European Union for which universities of the region could provides services in the area of applied sciences; development of four advanced seminars for university presidents and deans on the use of ICTs for higher and university education; strengthening an inter-American network for electronic government; and making the Educational Portal of the Americas and its services available to the universities that form part of the OUI. Work will also begin to establish a foundation that will allow for the sustainability of the activities and projects to be carried out. Onsite Seminar on Logical Framework System for the Design and Formulation of Projects Governmental and non-governmental organizations of the region often face difficulties in preparing financing proposals for presentation to international organizations. Institutions such as the IDB, the World Bank, and the OAS, to name just a few, demand that the design and formulation of proposals follow the "System of Logical Framework", which is not well-known by many institutions of the region. As a result, within the framework of activities to be carried out during the V International Conference on Education, Professional Development and Information Technologies, Virtual Educa 2004 in Barcelona, Spain on June 16-18, Yacsire Cutler of the IACD/OAS will be presenting a workshop on this subject for a limited number of participants. Improving the Quality of Teaching through the Use of New Technologies Applications are now being accepted for the workshop "Improving the Quality of Teaching through the Use of New Technologies" for citizens of the English-speaking Caribbean. The workshop will take place in Trinidad and Tobago from August 2-6, 2004 and is being organized by the Institute of Studies for the Americas (INEAM) and the Inter-American Organization for Higher Education. The workshop, which will be offered in English, aspires to help educational leaders from the Caribbean explore and value multimedia-based and Internet-based opportunities to enhance their teaching practices. The scholarships will cover economy roundtrip airfare from the country of origin to the Trinidad, as well as a stipend for lodging and meals. INEAM/IOHE will present the participants with a certificate upon their successful completion of the workshop. For additional information click here. Science, Technology and Society: Gender Contributions Together with the Regional Program for Gender and Public Policy, headquartered in FLACSO, Argentina, an online course is being developed on "Science, Technology and Society: Gender Contributions", for delivery through the Educational Portal of the Americas next September. The goal of the course is to train educators of science and technology at the secondary and university levels, as well as other members of the educational community, on how to implement innovative teaching learning methods based on the conceptual and methodological resources that gender studies -a field of constant growth and dissemination- offers. The course is also directed to teachers at other levels, as well as students of educational sciences who are interested in friendly, creative and stimulating teaching-learning environments for women and men, as well as in learning and appreciating the forgotten history of the contributions made by female scientists to their respective disciplines. http://www.prigepp.org/site/home.asp Quality in Basic Education (4th edition) INEAM has granted financial assistance to more than 600 participants for the fourth edition of the online course "Quality in Basic Education", which will be offered in Spanish through the Educational Portal of the Americas beginning May 5, 2004. This 12-week course presents an introduction to the philosophy of total quality applied to education and aspires to offer teachers and administrators the conceptual and methodological tools that will allow them to improve educational services based on teaching teams. http://www.educoea.org/portal/ineam/cursos/seleccionados_4calidad.aspx The Inter-American Committee of Educational Evaluation, Accreditation and Recognition (CONEVARES) of INEAM will meet on June 14-15 in Barcelona, Spain within the framework of Virtual Educa 2004. The Committee's nine members will meet to discuss the plan of action for 2004-2005 with regards to the continuous improvement of quality of higher education through the use of ICTs applied to distance education. An institutional agenda will be created as a result with a view to reviewing the processes, procedures and results. Dr. Guido Bertucci has agreed to join
INEAM's Honarary Board of Directors. Dr. Bertucci is currently Director
of the Division of Administration and Public Economy in the Department
of Social Matters of the United Nations, an institution for which he has
worked for more than 25 years in such areas as human resources and
financial administration. He has written extensively on issues in his
area of expertise. The other members of the Board include: Patricio
Aylwin Azócar (Chile), Cristovam Buarque (Brazil), Lawrence D.
Carrington (Jamaica), Leonel Fernández Reina (Dominican Republic),
Marcel Hamelin (Canada), Rafael Rangel Sostmann (Mexico), Viviane Senna
(Brazil) y Fernando Villalonga (Spain). Institute for University Management and Leadership (IGLU) IGLU aspires to contribute to the training or professional development for university executives in Latin America and the Caribbean; ensure greater relevance and a more important role for universities within their immediate environment; and contribute to the transformation of the University into an instrument of sustainable development. Since its founding in1983, IGLU has trained more than 1,200 professionals in improving their management quality; improving the relevance of their activities within their respective environment; and reinforcing their contribution to sustainable development. The seminar will take place from June 14-16, 2004 in Barcelona, Spain and is intended for ICT managers within universities (such as directors of e-learning, faculty deans, directors of centers of learning, etc); university representatives that would like to bring together knowledge and use of new technologies; and member of the public sector with responsibilities for university policy (ministries, evaluation and accreditation agencies, national research councils, programs for an information society, etc.).
