Third Anniversary of the Educational Portal of
the Americas
In recognition of the third anniversary of the Educational Portal of the Americas on September 24, the Secretary General of the OAS, Miguel Angel Rodríguez, offers his greetings and thanks to all users of the Portal who have accompanied us over the past three years. He also shares his vision for the OAS with regard to developing human resources through such instruments as the OAS Scholarship and Training Program and the strategic alliances with institutions of the region to use the Portal and the Institute of Advanced Studies of the Americas (INEAM) to overcome poverty, inequality and exclusion. http://www.educoas.org/portal/en/tema/editorial/oct04.aspx?culture=en&navid=36 A meeting on the "Use and Results of the Application of Economic Technologies for Water Purification in Latin America" will take place November 8-9, 2004 within the framework of the OAS Project AE/141. The meeting will take place in the Atomic Center of the National Commission on Atomic Energy (Buenos Aires, Argentina) and will be attended by scientists, technicians, industrialists and application authorities. Participants will discuss the results of the OAS project as well as water issues facing Latin America. Roundtable discussion will tentatively cover such areas as: Arsenic in Latin America and Water Purification in Latin America. In addition, participants will have the opportunity to view a demo of the online course "Safe Water for All", which will be offered through the Portal early next year. http://www.cnea.gov.ar/xxi/ambiental/agua-pura/default.htm The Portal concluded several training activities last month, including: a Spanish edition of the Quality in Basic Education course (512 participants); the third edition of the Spanish course "Introduction to Electronic Government Strategies", (195 participants); the tutor training course on "How to Teach Ethics, Social Capital and Development in the University?" (Spanish, 13 participants); and tutor training for the Electronic Government course (Spanish, 12 participants). In addition, several new courses were initiated in September, including: Education and Nutrition (Spanish version, 340 participants); Portuguese version of the Quality in Basic Education course (823 participants); Spanish version of the Quality in Basic Education course (267 participants), a tutor training course for the English version of the E-government course (8 participants); tutor training for the "Science, Technology and Society" course (3 participants) and the Spanish course "How to Teach Ethics, Social Capital and Development in the University?" (215 participants). 2005 Inter-American Prize in New Technologies (INELAM) The guidelines for the 2005 Inter-American Prize in New Technologies (INELAM) will be published in mid October. The Prize, which will be offered by the Institute of Advanced Studies for the Americas through a cooperation agreement between the OAS and the Inter-American Organization for Higher Education (IOHE), will recognize initiatives that have been developed to apply new information and communication technologies to education. Once the guidelines have been published, nominations will be accepted through 5:30 EST on April 12, 2005. The jury will be composed of members of the Governing Council of INEAM and will present their results on May 12, 2005. The Prize will be awarded during Virtual Educa 2005, which will be held in June at the headquarters of the Universidad Nacional Autónoma de México (UNAM). The Prize will consist of a trophy, a diploma, a digital seal, economy-class roundtrip airfare to Mexico and three days of travel expenses, and US$1,000. As in previous years, INEAM will also present awards for Educational Quality, Social Responsibility and Corporate Social Responsibility. The second online edition of the journal Inter-American Review on Educational Development, La Educación, will be published at the end of October. The journal will include articles by José Joaquín Brunner (Chile), Mónica G. Luque (Argentina), Luis Miguel Romero Fernández (Ecuador), José Silvio (Venezuela), Jorge Werthein (Brazil), Louis Giguère (Canada), Ana Lourdes Acuña (Costa Rica), Alvaro H Galvis (Colombia), Johanna Meza Vargas (Costa Rica) and Miguel Nussbaum (Chile). The issue will also include an interview with Gabriel Ferraté (UOC, Spain) and research studies conducted by Gabriela Villar and Maria Soledad Mackinnon. The IOHE and the OAS have created the Governing Council of INEAM, which is composed of university presidents, government representatives, and members of civil society and the private sector. It also has observers from international organizations such as the Inter-American Development Bank (IDB), the World Bank, the United Nations and UNESCO, among others. The advisory committees for Academic Affairs, Accreditation, University Management and Multimedia are still being organized. Geographic Information Systems Within the framework of the MUNET Project (Efficient and Transparent Municipalities), that is being carried out jointly between the OAS, the Cooperación Andina de Fomento (CAF) and the Canadian Agency for International Development (CIDA), 150 full scholarships were awarded for an online course on Geographic Information Systems (GIS) to train participants representing municipalities from all Latin America who have been working with cadastre and municipal registration issues applied to local management. Among the beneficiaries are public officials from capital cities of different countries as well as officials from medium and small size municipalities. This activity is also being carried out in collaboration with ESRI, a leader in GIS software. http://www.oeainnovacionesyalianzas.org/asp_noticia.asp?ite_id=5369&pla_id=1&cat_id=2188&cat_nom= The VI International Conference on Education, Professional Development, Information Technologies and Innovation will take place in the Palacio de Minería and in the Antiguo Colegio de San Ildefonso, of the Universidad Nacional Autónoma de México (UNAM) on June 20-24, 2005. It is expected that a number of regional and subregional events will be organized within the framework of Virtual Educa, including meetings of the OIAS, the IOHE, AIESAD and UDUAL. Recognition in Science and Technology Nominations are being accepted through October 15 for the Award in Science and Technology being offered by the OAS, the Inter-American Committee on Science and Technology (COMCYT) and the National Council of Science and Technology of Peru (CONCYTEC), in honor of the First Hemispheric Meeting of Ministers (to be held in Peru in November). The prize is for secondary level students between the ages of 13 and 20 that have won national science fairs or who have been recognized by their countries in 2003-2004 for having made a significant contribution to scientific and technological knowledge. http://www.educoas.org/Portal/newsdetail.aspx?culture=en&id=454&cultureshow=2 Decision-Making Strategies for Distance Education The Inter-American Organization for Higher Education, the College of the Americas (COLAM), the Inter-American Training Network Education and Telematics (RIF-ET) and the Universidad Nacional Autónoma de México (UNAM) are sponsoring this online course in Spanish from November 8-26, 2005. The course, which will be offered over a 3-week period, will cost US$100 and is intended for academic, technical and administrative staff of higher learning institutions who would like to implement educational projects based on the use of technology "for" and "in" distance education. The course will offer participants the criteria and experiences necessary to put into place distance education programs and strategies. In addition, it will offer decision-making tools in order to respond adequately and timely to the educational needs of its institutions and beneficiaries. http://www.oui-iohe.qc.ca/Colam/en-index_prog.htm University Expert in Planning and Management Pre-registration is open until November 15 for the online course "University Expert in Planning and Managing Development Projects for Cooperation". The course is an initiative of the Organization of Ibero-American States for Education, Science and Culture (OEI) and the Universidad Nacional de Educación a Distancia (UNED-Spain), with collaboration from the Center of Communication, Research and Documentation for Europe and Latin America (CIDEAL). The course was developed in order to generate practical capacity in planning and managing development projects for education, science and culture, and to become familiar with different actors to facilitate project financing through international cooperation mechanisms. http://www.campus-oei.org/cooperacion/experto/index.html IV Congress of the Eñe Community The IV Congress of the Eñe Community will be held November 11-13 in San Francisco, California. The meeting hopes to create opportunities to interact with Latinos in the USA who are working in the areas of production, application and management of Spanish-language content. A special section of the meeting will be dedicated to identifying sources of financing (both public and private) for international projects developed between universities, private business and public administrations that generate and/or manage quality educational content in Spanish.
